    In a separate bowl, whisk together the egg yolks, white wine vinegar, and water until well combined.

    Combine Mixtures

    Slowly add the egg yolk mixture to the melted butter while continuously whisking to create an emulsion.

    Stir in the tomato paste, salt, and cayenne pepper. Continue to whisk until the sauce is smooth and creamy.

    Remove from heat and stir in the chopped fresh chives. Set aside and keep warm.
