Cook the Beef
Season the beef short ribs with salt and pepper. In a large pot, heat vegetable oil over medium-high heat. Sear the beef on all sides until browned. Remove the beef and set aside.

Braise the Ribs
Return the short ribs to the pot. Add beef broth and bring to a boil. Reduce heat to low, cover, and simmer for about 2-3 hours until the meat is tender and falls off the bone.

Prepare Wontons
Place a wonton wrapper on a clean surface. Add a small spoonful of the shredded beef mixture to the center. Moisten the edges with water, fold the wrapper over to create a triangle, and press to seal. Repeat with remaining wrappers.

Fry the Wontons
In a large skillet, heat oil over medium heat. Fry the wontons in batches until golden and crispy, about 2-3 minutes per side. Drain on paper towels.

Plate the crispy wontons and top each with a dollop of creamed chevre, a sprinkle of fresh cilantro, and a drizzle of pepper-basil jam.
