    Prepare the Ingredients

    Thinly slice the beef against the grain. Cut the Fresno peppers into thin strips, chop the scallions (keeping the white and green parts separate), and dice the fingerling potatoes into bite-sized pieces. Mince the garlic.

    Marinate the Beef

    In a bowl, combine the sliced beef with soy sauce, black pepper, and cornstarch. Let it marinate for at least 15 minutes.

    Cook the Potatoes

    In a large skillet or wok, heat 1 tablespoon of vegetable oil over medium heat. Add the diced fingerling potatoes and cook until they are tender and golden brown, about 10-12 minutes. Remove from the skillet and set aside.

    Stir-fry the Beef

    In the same skillet, add the remaining vegetable oil. Add the marinated beef and stir-fry until browned, about 3-5 minutes.

    Add Vegetables

    Add the minced garlic, sliced Fresno peppers, and the white parts of the scallions to the skillet. Stir-fry for an additional 2-3 minutes until the vegetables are tender.

    Combine and Serve

    Stir in the cooked fingerling potatoes and brown sugar, mixing everything well. Cook for another minute to combine the flavors. Serve hot, garnished with the green parts of the scallions.
