Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add boiling water while stirring with a chopstick or fork until the mixture starts to come together. Knead the dough on a floured surface until smooth and elastic, about 5 minutes. Cover with a damp cloth and let it rest for at least 30 minutes.

Prepare the Filling
In a large mixing bowl, combine the ground pork, chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are thoroughly combined. Set aside.
Assembling Gyoza

Shape the Dumplings
Divide the rested dough into small portions and roll each portion into a ball. Using a rolling pin, flatten each ball into a thin circle about 3 inches in diameter. Place a teaspoon of the pork filling in the center of each circle. Moisten the edges of the dough with water, fold the dough over the filling to create a half-moon shape, and pinch the edges to seal tightly. You can create pleats along the edge for a decorative touch.
Cooking the Gyoza

Cook the Dumplings
Heat a large skillet over medium heat and add a tablespoon of oil. Once hot, add the gyoza in a single layer, flat side down. Cook for 2-3 minutes until golden brown on the bottom. Carefully add 1/4 cup of water to the skillet and cover immediately to steam the dumplings. Cook for an additional 5-7 minutes until the water evaporates and the dumplings are cooked through. Remove the lid and let them cook for an additional minute to crisp the bottoms.

Prepare the Dipping Sauce
In a small bowl, mix together the soy sauce, rice vinegar, and hot mustard until well combined. Serve alongside the gyoza.
