Prepare the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, paprika, salt, and black pepper. Gradually add the cold water, whisking until you achieve a smooth batter.

Heat the Oil
In a large, deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Batter the Onion Straws
Dip the sliced onion straws into the batter, ensuring they are evenly coated.

Fry the Onion Straws
Carefully drop the battered onion straws into the hot oil in small batches. Fry them for 2-3 minutes or until they turn golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Combine Ingredients
In a medium bowl, mix together the mayonnaise, sour cream, grated Parmesan cheese, minced garlic, lemon juice, salt, and black pepper until well combined.
