Prepare the base
In a large mixing bowl, combine the cream cheese and sour cream. Use a hand mixer or spatula to blend them together until smooth and creamy.

Add the spices and flavors
Stir in the shredded cheddar cheese, salsa, black beans, diced jalapeños, chopped cilantro, garlic powder, onion powder, salt, and black pepper. Mix until all ingredients are well incorporated.

Chill the dip
Cover the bowl with plastic wrap and refrigerate the dip for at least 30 minutes to allow the flavors to meld together.

Preheat the oven
Preheat your oven to 350°F (175°C).

Cut the tortillas
Stack the corn tortillas and cut them into triangles or strips.

Arrange and season the chips
Place the tortilla pieces on a baking sheet. Drizzle with olive oil and sprinkle with salt and paprika. Toss to coat evenly.

Bake the chips
Bake in the preheated oven for about 10-15 minutes, or until they are crispy and golden brown. Be sure to turn the chips halfway through baking for even crispness.

Remove the dip from the refrigerator and serve it in a bowl alongside the warm tortilla chips.
