Add Spices
Stir in chili powder, ground cumin, salt, and black pepper. Cook for another minute to toast the spices.

Add Enchilada Sauce
Pour in the enchilada sauce and bring to a simmer. Reduce heat and let the sauce cook for about 5 minutes, stirring occasionally.
Assembling

Fill the Tortillas
Take a corn tortilla and place a spoonful of refried beans and a generous amount of shredded cheese in the center. Roll the tortilla tightly to form an enchilada. Repeat with remaining tortillas.

Arrange in Baking Dish
Place the rolled enchiladas seam-side down in a greased baking dish.

Add Sauce and Bake
Pour the prepared sauce evenly over the enchiladas, making sure to cover them completely. Bake in a preheated oven at 350°F (175°C) for 20-25 minutes, until the cheese is bubbly and slightly golden.

Remove from oven and let cool for a few minutes. Top with sour cream, chopped cilantro, and diced tomatoes before serving.
