In a large mixing bowl, combine all the dry ingredients: all-purpose flour, cornmeal, baking powder, salt, and black pepper.

In another bowl, whisk together the wet ingredients: milk, egg, corn kernels, and chopped green onions until well combined.

Gradually add the wet mixture to the dry ingredients, stirring until just combined. Avoid overmixing; a few lumps are okay.

Heat the vegetable oil in a large skillet over medium heat. You can test if the oil is ready by dropping a small amount of batter into it; it should sizzle.
