    Make the Dough

    In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a lightly floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

    Prepare the Filling

    In a large bowl, combine the ground beef, finely chopped cabbage, grated carrot, chopped green onion, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Mix thoroughly until all ingredients are well incorporated.

Assemble the Gyoza

    Form the Dumplings

    After the dough has rested, divide it into small pieces (about 1 inch in diameter). Roll each piece into a thin circle (about 3 inches in diameter). Place about 1 tablespoon of the filling in the center of each circle. Moisten the edges with a little water, fold the dough over to create a half-moon shape, and pinch the edges to seal tightly. Make pleats along the edge for a decorative touch if desired.

    Pan Fry the Gyoza

    Heat the vegetable oil in a large skillet over medium heat. Place the gyoza in the skillet, making sure not to overcrowd. Fry for about 2-3 minutes until the bottoms are golden brown. Carefully add about 1/4 cup of water to the pan and cover with a lid immediately. Steam for about 5-7 minutes until the water evaporates and the gyoza are cooked through. Remove the lid and let them cook for an additional minute to crisp up the bottoms before serving.
