Preheat the Oven
Preheat your oven to 425°F (220°C). Line a baking sheet with parchment paper.

Mix Dry Ingredients
In a large bowl, whisk together the flour, baking powder, salt, garlic powder, and black pepper.

Cut in Butter
Add the unsalted butter to the dry ingredients. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.

Add Cheese
Stir in the shredded cheddar cheese until evenly distributed.

Combine Wet Ingredients
Make a well in the center of the mixture and pour in the milk. Stir until just combined; do not overmix.

Shape Biscuits
Turn the dough out onto a floured surface and gently knead a few times. Pat into a rectangle about 1 inch thick. Cut into biscuits using a round cutter.

Place the biscuits on the prepared baking sheet and bake for 12-15 minutes, or until golden brown.
