    In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente, usually about 8-10 minutes. Stir occasionally to prevent sticking.

    Once cooked, drain the pasta in a colander and set aside. Do not rinse, as the starch helps the cheese sauce adhere to the pasta.

Cheese Sauce Preparation

    In the same pot over medium heat, melt the unsalted butter. Once melted, add the all-purpose flour and whisk continuously for about 2 minutes until it forms a smooth paste (roux).

    Gradually whisk in the milk, ensuring no lumps form. Continue to cook while whisking for another 5-7 minutes until the mixture thickens and is smooth.

    Incorporate the Cheeses

    Remove the pot from heat and stir in the shredded cheddar and Monterey Jack cheeses until fully melted and combined. Season with salt, black pepper, garlic powder, and mustard powder, mixing until well incorporated.

Combine and Bake

    Add the drained pasta to the cheese sauce and stir until the pasta is evenly coated.
