Marinade Preparation

Prepare the Marinade
In a large bowl, combine red wine, apple cider vinegar, chopped onion, chopped carrots, chopped celery, minced garlic, bay leaves, cloves, peppercorns, salt, and sugar. Stir well to mix.

Marinate the Beef
Place the beef roast in a large resealable plastic bag or a non-reactive container. Pour the marinade over the beef, ensuring it's fully submerged. Seal the bag or cover the container and refrigerate for at least 72 hours, turning occasionally.

Preheat the Oven
Preheat the oven to 325°F (160°C).

Sear the Beef
Remove the beef from the marinade and pat dry. In a large skillet over medium-high heat, sear the beef on all sides until browned, about 5 minutes per side.

Fry the Potato Pancakes
In a large skillet, heat oil over medium heat. Drop spoonfuls of the potato mixture into the skillet and flatten with a spatula. Cook until golden brown, about 4-5 minutes per side. Remove and drain on paper towels.

Thicken the Gravy
In a small bowl, mix cornstarch with water to make a slurry. Once the beef is done, remove it from the roasting pan and add the strained cooking liquid to a saucepan. Bring to a simmer and stir in the cornstarch slurry. Cook until thickened.
