Cook the Pasta
In a large pot of salted boiling water, cook the elbow pasta according to package instructions until al dente. Drain and set aside.

Add Milk
Slowly pour in the milk while continuously whisking to avoid lumps. Cook for about 3-5 minutes, until the mixture thickens.

Stir in Cheeses
Lower the heat and stir in the shredded cheddar cheese and cream cheese until fully melted and smooth. Season with salt, black pepper, garlic powder, and onion powder.

Combine Pasta and Sauce
Add the cooked elbow pasta to the cheese sauce, stirring well to fully coat the pasta with the sauce.

In a serving dish, layer the cheesy pasta mixture and top with the shredded smoked brisket.
