    In a large pot of salted boiling water, cook the elbow pasta according to package instructions until al dente. Drain and set aside.

    In a medium saucepan over medium heat, melt the butter. Once melted, whisk in the all-purpose flour and cook for about 1 minute, stirring constantly.

    Slowly pour in the milk while continuously whisking to avoid lumps. Cook for about 3-5 minutes, until the mixture thickens.

    Lower the heat and stir in the shredded cheddar cheese and cream cheese until fully melted and smooth. Season with salt, black pepper, garlic powder, and onion powder.
