Prepare the Potatoes
Boil the new potatoes in salted water until tender, about 15-20 minutes. Drain and set aside.

Sauté the Leeks and Snow Peas
In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add sliced leeks and sauté until soft, about 5 minutes. Add snow peas and cook for an additional 2-3 minutes. Season with salt and pepper. Remove from skillet and set aside.

Make the Tarragon Butter
In a small saucepan, melt the butter over low heat. Stir in chopped tarragon and cook for 2 minutes. Set aside.

Sear the Salmon
In the same skillet, add the remaining tablespoon of olive oil and heat over medium-high heat. Season the salmon fillets with salt and pepper. Add salmon to the skillet and sear for about 4-5 minutes on each side or until cooked through.
