Prepare the Gelatin
In a small bowl, sprinkle the gelatin over 3 tablespoons of cold water and let it sit for about 5 minutes until softened.

Heat the Cream Mixture
In a saucepan over medium heat, combine the heavy cream, whole milk, sugar, cocoa powder, and salt. Stir until the mixture is warm and the sugar and cocoa are dissolved, but do not let it boil.

Incorporate Gelatin
Remove the saucepan from heat and stir in the softened gelatin until completely dissolved. Add the vanilla extract and mix well.

Chill the Mixture
Pour the mixture into individual serving cups or ramekins. Cover with plastic wrap and refrigerate for at least 4 hours, or until set.

Serve with Toppings
Once set, serve the chocolate panna cotta topped with fresh raspberries and a drizzle of raspberry coulis. Pair with chocolate shortbread cookies on the side.
