Prepare the Pancake Batter
In a mixing bowl, whisk together flour, milk, eggs, baking powder, sugar, and salt until smooth. Melt butter and mix into the batter.

Cook the Pancakes
Heat a non-stick skillet over medium heat. Pour 1/4 cup of batter for each pancake. Cook until bubbles form on the surface, then flip and cook until golden brown. Repeat until all batter is used.

Prepare the Fillings
In a skillet, heat oil over medium heat. Add diced onion and cook until translucent. Add ground beef and cook until browned. Stir in hash browns and cook until crispy. In a bowl, whisk together eggs, season with salt and pepper, and scramble them in the same skillet until cooked through.

Assemble the Rolled Up Pancakes
Place a pancake on a plate, add a layer of the beef hash, followed by scrambled eggs and a sprinkle of cheddar cheese. Roll the pancake tightly and repeat with remaining ingredients.

Slice the rolled pancakes in half if desired and serve warm.
