Marinade the Pork
In a large bowl, combine soy sauce, vinegar, minced garlic, bay leaves, black peppercorns, and sugar. Mix well to dissolve the sugar.

Add Pork Belly
Place the pork belly into the marinade, ensuring it is fully submerged. Cover and refrigerate for at least 2 hours, preferably overnight for the best flavor.

Prepare to Cook
After marinating, remove the pork belly from the marinade and reserve the marinade for later. Cut the pork into bite-sized pieces.

Sear the Pork
In a large skillet over medium-high heat, add a little oil and sear the pork pieces until browned on all sides. This should take about 5-7 minutes.

Simmer
Pour the reserved marinade and 1 cup of water into the skillet with the seared pork. Add the whole chili peppers. Bring to a boil, then reduce heat and let it simmer for 30-40 minutes until the pork is tender.

Finish and Serve
Once the pork is tender, taste and adjust seasoning if necessary. Remove from heat and stir in the chopped green onions. Serve hot with steamed rice.
