Prepare the Batter
In a large mixing bowl, whisk together the all-purpose flour, granulated sugar, baking powder, and salt until well combined.

Combine Wet Ingredients
In a separate bowl, mix together the milk, egg, vanilla extract, and melted unsalted butter until smooth.

Combine Wet and Dry Ingredients
Pour the wet ingredients into the dry ingredients and stir until just combined. Be careful not to overmix; a few lumps are okay.

Fill the Donut Pan
Using a piping bag or a spoon, fill each donut cavity about 2/3 full with the batter.

Bake
Bake in the preheated oven for about 10-12 minutes, or until the donuts are golden brown and a toothpick inserted into the center comes out clean.

Cool and Dust
Remove from the oven and let cool for a few minutes. Once cooled, dust the warm mini donuts with icing sugar.

Heat the Cream
In a small saucepan, heat the heavy cream over medium heat until it just begins to simmer.

Remove the saucepan from heat and add the semi-sweet chocolate chips. Let sit for a minute to melt.

Whisk the mixture until the chocolate is completely melted and the sauce is smooth.
