In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in cold sparkling water until a smooth batter forms. Set aside.

Preheat vegetable oil in a deep fryer or large pot to 350°F (175°C). Pat the fish fillets dry with paper towels. Dip each fillet into the batter, ensuring it is fully coated.
