Prepare the Chiles
Roast the fresh green chiles over an open flame or in a broiler until the skins are charred. Once charred, place in a bowl and cover with plastic wrap for about 10 minutes. This will help steam the skins off. Peel, seed, and chop the chiles.

Make the Cheese Sauce
In a saucepan, melt the butter over medium heat. Stir in the flour and cook, stirring constantly, for about 1-2 minutes until it turns a light golden color. Gradually whisk in the heavy cream until smooth. Add the Monterey Jack cheese, salt, and pepper, stirring until the cheese is melted and the sauce is smooth.

Combine and Serve
Fold the roasted and chopped chiles into the cheese sauce. Serve warm, topped with pico de gallo and crumbled cotija cheese, alongside tri-colored tortilla chips.
