Prepare the Filling
In a large bowl, combine the carrots, cabbage, cucumber, bell pepper, green onions, and cilantro. Add soy sauce, sesame oil, and salt. Mix well to combine.

Soften the Rice Paper
Fill a shallow dish with warm water. Dip one rice paper wrapper into the water for about 10-15 seconds, or until softened. Lay it flat on a clean surface.

Roll the Spring Rolls
Place about 2 tablespoons of the vegetable filling in the center of the wrapper. Fold the sides over the filling, then roll from the bottom up to form a tight roll. Repeat this process with the remaining wrappers and filling.

Fry the Spring Rolls
In a large frying pan or wok, heat vegetable oil over medium-high heat. Once hot, add the spring rolls in batches, being careful not to overcrowd the pan. Fry until golden brown and crispy, about 3-4 minutes per side. Remove and drain on paper towels.

Serve the crispy vegetable spring rolls hot with your favorite dipping sauce.
