Rinse the snapper fillets under cold water and pat dry with paper towels. Season both sides with salt, black pepper, and all-purpose seasoning. Let it marinate for about 30 minutes.

In a large skillet, heat the vegetable oil over medium heat. Add the sliced onions and bell peppers, and sauté until the onions are translucent, about 5 minutes. Stir in the minced garlic and cook for an additional 1-2 minutes.

Add the seasoned snapper fillets to the skillet. Cook for 3-4 minutes on each side until they are golden brown. Remove the fish and set aside.

In the same skillet, add the diced tomato, thyme, and the whole scotch bonnet pepper. Stir well and pour in the water or fish stock. Bring to a simmer.

Return the snapper fillets to the skillet. Cover and let simmer for about 10-15 minutes, allowing the flavors to meld together.

Remove the scotch bonnet pepper. Garnish with chopped green onions before serving. Serve hot with rice or your choice of side.
