    Make chocolate paste

    In a small bowl, combine the unsweetened cocoa powder and granulated sugar. Add the hot water (about 2 tablespoons) and whisk vigorously until you have a smooth, lump-free chocolate paste.

    Warm or chill milk

    If you prefer warm chocolate milk: gently warm the 2 cups of whole milk in a small saucepan over low heat until just steaming (do not boil). If you prefer cold chocolate milk: use milk chilled in the refrigerator.

    Combine

    Pour the milk into a large measuring cup or pitcher. Add the chocolate paste, vanilla extract, and a pinch of fine salt. Whisk briskly until the cocoa mixture is fully incorporated and the milk is uniformly chocolate-colored. For cold milk, whisk a little longer or use a small hand blender/immersion blender for 10–15 seconds to fully emulsify.

    Adjust sweetness and serve

    Taste and adjust sweetness if needed by adding up to 1 teaspoon more sugar. Pour the chocolate milk into two serving glasses (about 1 cup each).

Topping

    Top each glass with 1 tablespoon whipped cream if using, then sprinkle or shave about 1/2 tablespoon of dark chocolate over each serving. To make shavings: use a vegetable peeler on the edge of a chocolate bar. Serve immediately.
