Make sugar syrup base

Combine the 1 cup granulated sugar and 1/2 cup water in a small saucepan. Warm over medium-low heat, stirring frequently, until the sugar dissolves completely and the liquid is clear (do not boil vigorously). This yields a simple syrup base.

Infuse citrus

Add the 1 tsp lemon zest and 1 tsp lime zest to the warm syrup. Keep the heat low and let the mixture steep for 3–4 minutes, stirring occasionally to help release oils from the zest. Do not let the syrup boil.

Finish with juices and acid

Remove the saucepan from the heat. Stir in 2 tbsp fresh lemon juice, 2 tbsp fresh lime juice, and 1/2 tsp citric acid until fully dissolved. If the syrup seems too thick, stir in up to 2 tbsp plain water to reach a pourable consistency. Taste and adjust: add up to 1 tsp simple syrup (or superfine sugar) if you prefer sweeter, or another 1/4 tsp citric acid if you want brighter acidity.

Let the syrup cool to room temperature. Once cool, strain the syrup through a fine-mesh sieve to remove the zest solids, collecting a clear citrus syrup. Transfer to a clean bottle or jar and refrigerate if not using immediately. The concentrate will keep chilled for about 1 week.

Assemble and Serve

Fill two tall glasses with ice (about 1 cup ice per glass). Add 2 tbsp of the prepared citrus syrup concentrate to each glass (this recipe makes roughly 1 cup concentrate; adjust concentration to taste).

Pour 2 cups chilled carbonated water into each glass over the syrup and ice (a 1:8 syrup-to-water ratio by volume; adjust to taste for sweeter or tarter). Gently stir once or twice to combine, taking care not to flatten the carbonation.

Garnish each glass with a lemon or lime wheel on the rim or floated in the drink. Serve immediately while fizzy.

Notes: For a more authentic bright soda flavor, use freshly carbonated water and make sure the syrup is cold. To make larger batches, scale the syrup ingredients proportionally and keep the same syrup-to-water ratio when assembling. If you want a caffeine-free lemon-lime soda with more effervescence, carbonate the final mixed beverage in a soda siphon or home carbonation system following the manufacturer's instructions (do not carbonate in a sealed bottle with high sugar concentration unless designed for it).
