Rinse the Rice
Rinse the jasmine rice under cold water until the water runs clear. Drain and set aside.
Prepare the Coconut Mixture
In a medium bowl, combine coconut milk, water, turmeric powder, salt, and cloves. Mix well.
Combine Ingredients
In a rice cooker or a pot, add the rinsed rice, pandan leaves, and the coconut mixture. Stir gently to combine.
Cook the Rice
If using a rice cooker, turn it on and let it cook until the rice is done. If using a pot, bring the mixture to a boil, then reduce the heat to low, cover, and simmer for 15-20 minutes or until the rice is cooked and the liquid is absorbed.
Fluff and Serve
Once cooked, fluff the rice with a fork, removing the pandan leaves and cloves. Serve the rice topped with fried shallots.
