Make the fry bread dough
In a large bowl, whisk together flour, baking powder, and salt. Stir in warm water until a soft dough forms. Knead briefly until smooth.

Rest the dough
Cover the dough and let it rest for 15 minutes to relax the gluten.

Divide and shape the dough
Divide the dough into 6-8 equal portions. Roll each into a ball, then flatten into discs about 1/4 inch thick.

Fry the fry breads
Carefully slide the dough discs into hot oil. Fry until puffed and golden on both sides, about 1-2 minutes per side. Drain on paper towels.

Prepare the fillings
Warm the refried beans in a saucepan until smooth. In a separate skillet, sauté the onion slices until translucent, then add the green chili strips and cook until heated through.

Assemble the tacos
Place a fry bread on a plate, spread with warm refried beans, top with the onion and green chili mixture. If desired, crown with another fry bread to make a double-decker taco.

Serve immediately while fry breads are warm. Offer optional toppings like cheese, cilantro, or lime.
