Make fry bread dough
In a large bowl, whisk together flour, baking powder, and salt. Stir in warm water gradually to form a soft, pliable dough. Knead on a lightly floured surface 2-3 minutes until smooth. Cover and let rest 10 minutes.

Fry the fry bread
Heat oil for frying in a deep skillet or fryer to 350-375°F (175-190°C). Divide dough into 8 equal portions and roll into circles about 1/4 inch thick. Fry each piece until puffed and golden brown on both sides, about 1-2 minutes per side. Drain on paper towels.

Prepare beef filling
Heat 1 tablespoon vegetable oil in a large skillet over medium heat. Add diced onion and cook until translucent, about 3-4 minutes. Add minced garlic and cook 30 seconds. Add ground beef; cook, breaking up with a spatula, until browned. Drain excess fat. Stir in chili powder and cumin; season with salt and pepper. Cook 2-3 more minutes to blend flavors.

Warm refried beans
In a small saucepan, warm refried beans over low heat, stirring frequently. If too thick, thin with a splash of water.

Assemble tacos
Place a warm fry bread on a plate. Spread a spoonful of refried beans on the bread, then add a portion of the seasoned beef. Top with shredded cheddar cheese and lettuce. Add salsa or other toppings if desired. Serve immediately.
