Prep toppings
Wash and dry lettuce; shred lettuce if needed. Dice tomato; chop cilantro; slice green onions and set all toppings aside.

Cook beef and onions
In a large skillet over medium heat, add olive oil. Sauté diced onion until translucent, about 3-4 minutes. Add ground beef; cook until browned, breaking it up with a spatula as it cooks. Drain excess fat.

Season and beans
Return beef to the pan. Stir in taco seasoning and 1/2 cup water; simmer 2 minutes. Stir in refried beans and warm through, mashing slightly if you prefer a smoother spread.

Warm shells
Preheat oven to 350°F (175°C). Arrange tostada shells on a baking sheet and bake 5-7 minutes until crisp and lightly golden.

Assemble tostadas
Spread a thin layer of warm bean mixture on each tostada shell. Top with beef mixture. Sprinkle with cheese. Add shredded lettuce and diced tomato. Dollop with sour cream.

Garnish with green onions and cilantro. If desired, finish with a squeeze of lime and serve immediately.
