    Make fry bread dough

    In a large bowl, whisk together flour, baking powder, and 1/2 teaspoon salt. Gradually stir in warm water until a soft dough forms. Knead briefly until smooth, cover, and let rest for 15 minutes.

    Fry the fry bread rounds

    Divide dough into 6 equal portions. Roll each portion into a circle about 1/4 inch thick. In a deep skillet, heat about 2 inches of vegetable oil to 360-375°F (182-190°C). Fry the rounds until puffed and golden on both sides, about 1-2 minutes per side. Drain on paper towels.

    Cook the beef and onions

    In a skillet over medium heat, cook the chopped onion until translucent. Add ground beef, breaking it apart; cook until browned. Stir in ground cumin, chili powder, salt, and black pepper; cook 4-6 minutes until beef is fully cooked.

    Add garlic and cheese

    Add minced garlic to the beef and cook 1 minute until fragrant. Sprinkle shredded cheddar onto the beef and let melt into the meat; remove from heat.

    Prepare toppings

    Wash and shred iceberg lettuce. Dice tomato.

    Assemble

    Place one fry bread on a plate. Top with beef and melted cheese, then layer lettuce and tomato. Top with a second fry bread round to enclose like a sandwich. Serve immediately.
