Prepare the Marinade
In a bowl, combine Thai basil leaves, soy sauce, fish sauce, brown sugar, minced garlic, lime juice, and red chili flakes. Mix well until the sugar dissolves.

Marinate the Beef
Slice the beef into thin strips and add it to the marinade. Cover and refrigerate for at least 30 minutes, or up to 2 hours for more flavor.

Cook the Jasmine Rice
In a saucepan, combine jasmine rice and water. Bring to a boil, then reduce heat to low, cover, and simmer for about 15 minutes, or until the rice is tender and water is absorbed. Fluff with a fork.

Skewer and Cook the Beef
Preheat the grill or grill pan over medium-high heat. Thread the marinated beef onto skewers. Cook for about 2-3 minutes on each side, or until the beef is cooked to your liking.

Plate and Garnish
Serve the beef skewers over a bed of jasmine rice. Drizzle with bang-bang sauce, sprinkle with sesame seeds, and garnish with sliced green onions.
