    Make the Pastry Dough

    In a large bowl, combine the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in cold water, a tablespoon at a time, until the dough comes together. Form the dough into a ball, wrap in plastic wrap, and refrigerate for at least 30 minutes.

    Prepare the Filling

    In a large bowl, combine the diced potatoes, rutabaga, chopped onion, black pepper, and salt. Mix until well combined.

    Assemble the Pasties

    Preheat the oven to 375°F (190°C). On a floured surface, roll out the dough to about 1/8 inch thick. Cut out circles using a large bowl or pastry cutter. Place a generous spoonful of the filling on one half of each circle. Fold the dough over to create a half-moon shape and crimp the edges to seal.

    Bake the Pasties

    Place the pasties on a baking sheet lined with parchment paper. Brush the tops with the beaten egg for an egg wash. Bake in the preheated oven for 30-35 minutes or until golden brown.
