Make the Churro Dough
In a medium saucepan, combine water, butter, sugar, cinnamon, chili powder, and salt. Bring to a boil over medium heat. Once boiling, remove from heat and stir in the flour until combined. Let cool for a few minutes, then stir in the eggs one at a time until the mixture is smooth.

Fry the Churros
Heat vegetable oil in a deep skillet over medium-high heat. Spoon the churro dough into a piping bag fitted with a star tip. Pipe strips of dough directly into the hot oil, cutting them to your desired length. Fry until golden brown, about 2-3 minutes per side. Remove and drain on paper towels.

Coat the Churros
In a shallow dish, combine sugar, cinnamon, and additional chili powder. Roll the fried churros in the sugar mixture while they're still warm.
