    In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold water until the batter is smooth and slightly thick.

    Heat the Oil

    In a large, deep skillet or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test if the oil is hot enough by dropping a small amount of batter into it; if it sizzles and rises to the surface, it’s ready.

    Batter the Fish

    Pat the fish fillets dry with paper towels. Dip each fillet into the batter, ensuring it is fully coated.

    Fry the Fish

    Carefully place the battered fish fillets into the hot oil. Fry in batches, making sure not to overcrowd the pan. Cook for about 4-5 minutes on each side or until golden brown and crispy. Use a slotted spoon to remove the fish and drain on paper towels.

    In a small bowl, combine the mayonnaise, finely chopped pickles, chopped capers, lemon juice, and Dijon mustard. Stir until well blended.
