Mix the Filling
In a mixing bowl, combine the fresh crab meat, cream cheese, chopped green onions, minced garlic, soy sauce, salt, and black pepper. Mix well until all ingredients are evenly incorporated.

Fill the Wontons
Take one wonton wrapper and place approximately 1 tablespoon of the filling in the center. Moisten the edges of the wrapper with water using your finger. Fold the wrapper over to form a triangle, pressing out any air as you seal the edges tightly. Optionally, you can bring the two opposite corners together to form a pouch shape. Repeat this process with the remaining wrappers and filling.

Prepare the Dipping Sauce
In a small bowl, mix together the soy sauce, rice vinegar, sesame oil, and chili flakes. Stir until well combined and set aside.

Fry the Wontons
Carefully add the filled wontons to the hot oil in batches, making sure not to overcrowd the pan. Fry for about 3-4 minutes, or until they turn golden brown and crispy. Use a slotted spoon to remove the wontons from the oil and place them on a paper towel-lined plate to drain excess oil.
