In a bowl, mix together the brown sugar, paprika, garlic powder, onion powder, black pepper, salt, and cayenne pepper to create the dry rub.

Generously apply the dry rub all over the brisket, ensuring it is evenly covered. Wrap in plastic wrap and let it rest in the refrigerator for at least 1 hour, ideally overnight.
