Prepare the meatballs

In a large bowl, combine ground beef, breadcrumbs, parmesan cheese, chopped basil, egg, minced garlic, salt, and pepper. Mix until well combined.

Form and bake the meatballs

Form the mixture into meatballs (about 1 inch in diameter) and place them on a baking sheet. Bake at 400°F (200°C) for 20 minutes or until cooked through.

Make the sauce

In a saucepan, heat olive oil over medium heat. Add crushed tomatoes, chopped basil, salt, pepper, and sugar. Simmer for 20 minutes, stirring occasionally.

Prepare the dough

In a large bowl, mix warm water and yeast. Let sit for 5 minutes until frothy. Add flour, olive oil, and salt. Mix until combined.

Let the dough rise

Knead the dough on a floured surface for about 5 minutes. Place in an oiled bowl, cover with a cloth, and let rise for 1 hour.

Shape and bake the focaccia

Preheat the oven to 425°F (220°C). Punch down the risen dough and spread it into a greased baking pan. Bake for 20-25 minutes until golden brown.

Assemble the sandwich

Slice the focaccia bread in half. Layer meatballs on the bottom half, cover with tomato sauce, and top with Swiss cheese slices. Place under the broiler for 2-3 minutes until cheese is melted. Add fresh basil leaves and top with the other half of the focaccia.
