Bring a large pot of salted water to a boil. Add the chow mein noodles and cook according to package instructions until al dente, usually about 3-5 minutes. Drain and set aside.

In a large skillet or wok, heat 1 tablespoon of oil over medium-high heat. Add the shrimp and cook for about 2-3 minutes until they turn pink and opaque. Remove from the pan and set aside.

In the same skillet, add another tablespoon of oil if necessary. Add the minced garlic, sliced onion, green bell pepper, carrot, and snow peas. Stir-fry for 3-4 minutes until the vegetables are tender-crisp.

In a small bowl, mix the soy sauce, oyster sauce, sesame oil, cornstarch, and water. Stir until the cornstarch is dissolved.

Add the cooked shrimp back into the skillet with the sautéed vegetables. Pour the sauce over the shrimp and vegetables, and stir to coat everything evenly. Add the cooked chow mein noodles and toss gently to combine. Season with pepper to taste.
