    Prepare the Filling

    In a large skillet, heat olive oil over medium heat. Add chopped onion and minced garlic, sauté until onion is translucent.

    Cook the Beef

    Add ground beef to the skillet. Cook until browned, breaking it apart with a spoon. Drain excess fat if necessary.

    Season the Meat

    Stir in chili powder, cumin, salt, and black pepper. Cook for an additional 2 minutes to allow the flavors to meld.

    Preheat Oven

    Preheat your oven to 350°F (175°C).

    Assemble the Enchiladas

    Pour a small amount of enchilada sauce into the bottom of a baking dish. Take a corn tortilla, add a spoonful of the beef mixture, a spoonful of refried beans, and a sprinkle of cheese. Roll the tortilla and place it seam-side down in the baking dish. Repeat for all tortillas.

    Add Sauce and Cheese

    Once all enchiladas are in the baking dish, pour remaining enchilada sauce over the top, and sprinkle with the rest of the cheese.

    Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes. Remove foil and bake for an additional 10 minutes, or until the cheese is bubbly and golden.
