Make the Dough
In a large bowl, mix together the flour, baking powder, and salt. Gradually add the warm water and mix until a dough forms. Knead the dough for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a skillet over medium heat, add the vegetable oil and sauté the chopped onion until translucent. Add the minced garlic and cook for another minute. Then, add the ground beef and cook until browned. Drain any excess fat, then stir in the chili powder and cumin. Cook for another 2 minutes. Remove from heat and let cool slightly.

Assemble the Sopapillas
Divide the rested dough into 8 equal balls. On a floured surface, roll out each ball into a circle about 1/4 inch thick. Place a generous spoonful of the beef mixture in the center of each circle, add a sprinkle of shredded cheddar cheese, and fold the dough over to create a half-moon shape. Pinch the edges to seal them tightly.

Fry the Sopapillas
In a deep frying pan, heat the vegetable oil to 350°F (175°C). Carefully place a few sopapillas in the hot oil, frying them until they puff up and turn golden brown, about 2-3 minutes on each side. Remove and drain on paper towels.
