Prepare the Filling
In a bowl, mix the Mexican rice and refried beans together until well combined.

Assemble the Burrito
Place the large flour tortilla on a clean surface. In the center, spread the rice and bean mixture, followed by a sprinkle of shredded cheese. Fold the sides of the tortilla inwards and roll it tightly from the bottom to the top to form a burrito.
Bacon-Wrapped Shrimp

Prepare the Shrimp
Season the large shrimp with black pepper and garlic powder. Wrap each shrimp with a bacon strip, securing it with a toothpick if necessary.

Cook the Shrimp
In a skillet over medium-high heat, cook the bacon-wrapped shrimp for about 3-4 minutes on each side until the bacon is crispy and the shrimp is cooked through. Remove from heat and set aside.
Chile Con Queso Preparation

Make Chile Con Queso
In a saucepan over medium heat, combine Velveeta cheese, cream of mushroom soup, and diced tomatoes with green chilies. Stir continuously until the cheese is melted and the mixture is smooth. If desired, add diced jalapeño for extra spice.

Serve the Dish
On a plate, place the assembled burrito, drizzle the chile con queso over it, and place two bacon-wrapped shrimp on the side. Enjoy your delicious burrito meal!
