Prepare the Falafel Mixture

In a food processor, combine the chickpeas, parsley, cilantro, garlic, onion, cumin, coriander, baking powder, salt, and black pepper. Process until the mixture is coarse but well combined. Add flour gradually until the mixture holds together.

Shape the Falafel

Form the mixture into small balls or patties, about the size of a golf ball. Place them on a tray lined with parchment paper.

Cook the Rice

In a pot, cook the rice according to package instructions. Set aside.

Fry the Falafel

Heat vegetable oil in a deep pan over medium heat. Fry the falafel in batches until golden brown and crispy, about 4-5 minutes per side. Drain on paper towels.

Prepare the Salad

Chop the lettuce, tomatoes, and onion. Combine in a bowl and toss lightly.

Assemble the Plate

Serve the fried falafel on a plate with a side of rice and the fresh salad.
