Prepare the Filling
In a large bowl, combine ground pork, chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are evenly incorporated.

Fill the Gyoza Wrappers
Take a gyoza wrapper and place about 1 teaspoon of the pork filling in the center. Moisten the edges of the wrapper with water and fold it in half to create a half-moon shape. Pinch the edges to seal tightly. Repeat this process for all wrappers.

Cook the Gyoza
Heat a non-stick skillet over medium heat and add a splash of oil. Place the gyoza in the skillet, flat side down. Cook for about 2-3 minutes or until the bottoms are golden brown. Add 1/4 cup of water to the skillet and cover immediately. Steam the gyoza for another 5-7 minutes until the water evaporates and the gyoza are cooked through.

Mix the Sauce
In a small bowl, combine soy sauce, rice vinegar, chili oil, and sugar. Stir until the sugar dissolves.

Garnish
Sprinkle the toasted sesame seeds on top of the dipping sauce before serving.
