Make the Dumpling Dough
In a bowl, mix together the flour, salt, and water until a dough forms. Knead on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a separate bowl, combine the ground pork, chopped green onions, ginger, garlic, soy sauce, and sesame oil. Mix well until all ingredients are incorporated.

Assemble the Dumplings
Roll out the rested dough on a floured surface to about 1/8 inch thick. Cut out circles using a cookie cutter or a glass. Place a spoonful of filling in the center of each circle, then fold over and pinch the edges to seal.

Cook the Dumplings
Steam the dumplings in a steamer basket lined with parchment paper for about 15 minutes, or until the filling is cooked through. Alternatively, you can pan-fry them for a crispy bottom.

Make the Ponzu Sauce
In a small bowl, combine soy sauce, lemon juice, rice vinegar, and a dash of mirin. Mix well to create a dipping sauce.

Serve the dumplings hot with the ponzu sauce on the side for dipping.
