Activate the Yeast
In a small bowl, combine warm water, sugar, and active dry yeast. Let it sit for about 5-10 minutes until frothy.

Mix the Dough
In a large mixing bowl, combine flour and salt. Create a well in the center and add the yeast mixture, milk, and melted butter. Stir until a dough forms.

Knead the Dough
Turn the dough out onto a floured surface and knead for about 5-7 minutes until smooth and elastic.

First Rise
Place the dough in a greased bowl, cover with a cloth, and let it rise in a warm place for about 1 hour or until doubled in size.

Shape the Muffins
Punch down the risen dough and turn it out onto a floured surface. Roll it out to about 1-inch thickness. Use a round cutter to cut out muffins.

Place the cut muffins on a floured baking sheet. Cover and let them rise for another 30 minutes.
