In a medium saucepan, combine milk, unsweetened cocoa powder, granulated sugar, and chocolate chips. Heat over medium heat, whisking continuously until the mixture is smooth and heated through.

Remove from heat and stir in peppermint extract and vanilla extract. Taste and adjust sweetness if necessary.
