Method
Prepare the Beef Patty

Mix the Ingredients
In a large bowl, combine the ground beef, soy sauce, garlic powder, onion powder, salt, and black pepper. Mix well until all ingredients are fully incorporated.

Form the Patty
Shape the beef mixture into a round patty, about 1 inch thick.

Cook the Patty
Heat a skillet over medium-high heat. Cook the beef patty for about 4-5 minutes on each side, or until cooked to your desired doneness.
Cook the Rice

Rinse the Rice
Rinse the jasmine rice under cold water until the water runs clear.

Cook the Rice
In a medium saucepan, combine the rinsed rice and water. Bring to a boil, then reduce the heat to low, cover, and simmer for about 15 minutes, or until the water is absorbed and the rice is tender.
Make the Gravy

Combine Ingredients
In a saucepan, combine the hoisin sauce and beef broth over medium heat. Stir to combine.

Thicken the Gravy
In a small bowl, mix the cornstarch with 2 tablespoons of water to create a slurry. Add the slurry to the saucepan, stirring continuously until the gravy thickens. Stir in sesame oil, then remove from heat.
Cook the Egg

Prepare the Egg
In a non-stick skillet, cook the eggs to your preference (fried, scrambled, etc.). Season with salt and black pepper to taste.
Assemble the Dish

Layer the Ingredients
On a plate, start with a bed of cooked jasmine rice. Top with the cooked beef patty, and pour the hoisin gravy over it.

Finish with Egg and Garnish
Place the cooked egg on top of the patty, then sprinkle with chopped green onions and sesame seeds.
