Make cocoa paste

Place the cocoa powder and granulated sugar in a small bowl or measuring cup. Add the hot water (about 2 tablespoons) and stir vigorously until a smooth, lump-free paste forms. The hot water helps dissolve the cocoa and sugar and prevents graininess.

Combine with milk

Pour the 2 cups of whole milk into a pitcher or shaker. Add the cocoa paste, vanilla extract, and a pinch of salt. Stir thoroughly with a whisk or spoon until the cocoa paste is fully incorporated and the mixture is uniform. If using a jar with a lid or a cocktail shaker, you can shake vigorously for 15–20 seconds to froth slightly.

Adjust sweetness and temperature

Taste the chocolate milk and add more sugar if you prefer it sweeter (add in 1/2 teaspoon increments). For cold chocolate milk, refrigerate for 10 minutes or add ice cubes just before serving. For warm chocolate milk, gently heat the combined mixture in a small saucepan over low heat, stirring constantly, until warm but not boiling (about 3–5 minutes). Do not boil or you may scald the milk.

Optional finishing

If serving cold, pour chocolate milk into glasses over ice. If serving warm, ladle into mugs.

Top each serving with a dollop of whipped cream and sprinkle mini chocolate chips or grated chocolate on top, if desired.
