    Rinse the jasmine rice under cold water until the water runs clear. In a medium saucepan, combine the rinsed rice and water. Bring to a boil over high heat.

    Once boiling, reduce the heat to low, cover, and simmer for about 15 minutes, or until the rice is tender and all the water has been absorbed. Remove from heat and let it sit covered for an additional 5 minutes.

    Cook the Ground Beef

    In a large skillet over medium-high heat, add vegetable oil. Once hot, add the ground beef, breaking it apart with a spatula. Cook until browned, about 5-7 minutes.

    Add minced garlic, soy sauce, gochujang, sesame oil, salt, and pepper to the skillet. Stir well to combine and cook for another 2-3 minutes until fully heated and flavors meld.

    In a separate non-stick skillet, heat a little vegetable oil over medium heat. Crack eggs into the skillet and cook until the whites are set but the yolks are still runny, about 2-3 minutes. Season with salt and pepper.

    In serving bowls, divide the cooked jasmine rice, then top with the spicy ground beef mixture. Place a fried egg on top of each bowl and garnish with sliced green onions and sesame seeds.
