Cover with cold water and salt
Add cold water to the pot until the potatoes are covered by about 1 inch (approximately 6 cups for 2 lb). Stir in 1 tablespoon kosher salt. Starting with cold water helps the potatoes cook evenly.

Warm butter and dairy
While potatoes finish steaming, combine the unsalted butter and warmed milk (and warmed half-and-half if using) in a small saucepan over low heat until the butter melts and the mixture is warm, not boiling. Warming the dairy keeps the potatoes hot and helps them absorb liquid smoothly.

Mash potatoes
Return the drained potatoes to the pot or a large bowl. For a rustic texture use a potato masher; for very smooth potatoes use a ricer or food mill. Mash until no large lumps remain.

Incorporate butter and milk
Gradually pour the warm butter-and-milk mixture into the mashed potatoes while stirring with a wooden spoon or spatula until you reach the desired consistency. You may not need all of the liquid—add it a little at a time.

Season and adjust
Taste and season with additional salt as needed. Add freshly ground black pepper (about 1 teaspoon) and stir. Adjust texture with a splash more warmed milk or cream if too thick.

Garnish and serve
Transfer the mashed potatoes to a serving bowl. Top with an extra pat of butter if desired and sprinkle with chopped fresh chives. Serve immediately.
