    Preheat the Oven

    Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

    Mix Dry Ingredients

    In a large bowl, combine the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt. Whisk until well mixed.

    Add Wet Ingredients

    Add the eggs, whole milk, vegetable oil, and vanilla extract to the dry ingredients. Beat on medium speed for about 2 minutes until well combined.

    Incorporate Boiling Water

    Stir in the boiling water until the batter is smooth. The batter will be thin.

    Bake the Cakes

    Pour the batter evenly into the prepared cake pans. Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

    Cool the Cakes

    Let the cakes cool in the pans for 10 minutes, then remove them from the pans and transfer to wire racks to cool completely.

    Prepare the Frosting

    In a medium bowl, beat the unsalted butter until creamy. Gradually add the cocoa powder and powdered sugar, alternating with milk. Beat until the mixture is fluffy and smooth. Stir in the vanilla extract.

    Frost the Cake

    Once the cakes are completely cooled, place one layer on a serving plate. Spread a layer of frosting on top, then place the second layer on top and frost the top and sides of the cake.

    Cut a slice of the chocolate cake and serve it warm or at room temperature with a scoop of vanilla ice cream on the side.
